Formula and method
The single-filer example with two dependents and 80,000 dollars of income gives 5,750 dollars under the historical CASH proposal, versus 1,550 dollars for the modeled second-round amount: a 4,200-dollar difference.
Both scenarios phase the full modeled payment down by 5% of income above the filing threshold. The CASH proposal uses 2,000 per qualifying person; the second-round comparison uses 600 per qualifying adult/child.

Assumptions and limitations
- This compares the historical December 28, 2020 House-passed CASH Act proposal with the enacted 600-dollar second-round payment. The 2,000-dollar CASH proposal did not become that payment schedule.
- The proposal expanded the dependent category; the comparison counts qualifying children under 17 separately. Enter the qualifying under-17 count as no greater than the full dependent count.
- Filing, citizenship, social-security-number, residence, dependency and return-data requirements are assumed. This is a historical comparison, not a benefit application or current eligibility claim.
- These formulas calculate results from entered inputs; a missing input can prevent a result.

Reviewed local arithmetic: Both scenarios phase the full modeled payment down by 5% of income above the filing threshold. The CASH proposal uses 2,000 per qualifying person; the second-round comparison uses 600 per qualifying adult/child. Model input requirements: Income must be nonnegative. Dependents must be a nonnegative whole count. Under-17 qualifying children must be a nonnegative whole count no greater than all dependents.
